Human Resources Specialist (Labor and Employee Relations)

As staff and technical advisor to management in the administration and operation of the regional labor and employee relations programs for the Eastem Region. incumbent is responsible for the full range of employee relations and labor relations programs. The incumbent researches and produces a wide range of original, written documents. including legal briefs and other advocacy materials. Duties include but are not limited to the following tasks:
serves as technical authority and provides counsel and assistance to management about union/management relations and grievances, as well as disciplinary, performance-based and other adverse actions; recommends appropriate actions and alternatives; provides counsel and assistance to management and employees on all matters arising under the Agency's Accountability Board program:
provides counsel and assistance in administering a wide number of union contrac ts; researches and interprets the Federal Labor Management Relations Statute and Merit Systems Protection Board case law; facilities informal resolutions of grievances and ULPs; and serves as advocate in arbitration hearings and other Third Party Proceedings , including but not limited to Pre-arbitration Review (PAR meetings.Incumbent performs multiple, varying and complex assignments under minimal direction of a manager or more experienced professional. Acts as a contributing specialist on large work activities or as project manager or team leader, and may perform leadership functions for projects and/or programs within defined area of responsibility. Applies experience and comprehensive knowledge to plan and conduct functional activities. Independently plans their workday, making optimal use of resources to accomplish projects and activities. Communicates with sources both internal and external to th Agency. Although establishl!d policies/procl!dures provide some guidance for most assignments, ambiguities and fluctuations in policies/procedures create discretion for employee to select the most appropriate approach or to develop a new approach. Resolves most problems and works issues without assistance of manager or team leader. Develops and recommends approaches, techniques and analyses of novel situations. Work is rarely reviewed, typically through status reports and at project completion to ensure policy compliance and alignment with requirements. May perform other related duties as assigned. To qualify for Pay Band FV-G, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-F or FG/GS 5-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes, but is not limited to:
Assist with investigating unfair labor practice complaints; give briefings on the responsibilities of union and management; advise management on grievance responses at various steps of the procedures; assist with representing management in third party proceedings; experience with conduct and discipline issues, adverse actions, appeals and grievances; using analytical and problem-solving methods to interpret and analyze facts and allegations, and provide legal recommendations.To qualify for Pay Band FV-H, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-G or FG/GS 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes, but is not limited to:
Brief and train on union rights to negotiate/bargain on policies, practices and working conditions; interpret and apply provisions of collective bargaining agreements; responding to grievances at various steps in the procedure; investigating ULP complaints; investigate and assist with third party hearings; conduct fact finding inquiries; advise management on issues such as conduct and discipline, adverse actions, grievances, and other appeals; use analytical and problem solving methods to interpret and analyze facts and allegations, and provide legal recommendations.To qualify for Pay Band FV-I, you must demonstrate that you possess at least 1 full year of specialized experience equivalent to FV-H or FG/GS 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes, but is not limited to:
Experience that demonstrates expert knowledge of employee and labor relations laws, regulations, policies and other pertinent guidelines; interpret and apply provisions of collective bargaining agreements; serving as an advisor to managers/supervisors regarding complex employee & labor relations issues, including grievances, unfair labor practices, misconduct investigations, adverse actions/appeals; serving as agency representative, or actively participating, in arbitrations and other third-party hearings.Education Substitution:
Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment. FV-G:
Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, is required. FV- H/I:
