Performs assignments that involve providing leadership to others and providing authoritative legal expertise. Develops critical agency positions and provides guidance on critical legal issues to senior agency officials. Work contributes to the accomplishment of the AGC and FAA objectives and programs. Conducts thorough legal research by appropriately identifying and analyzing relevant legal and factual issues and arguments. Assesses legal strengths and weaknesses of available arguments to provide accurate, complete, and practical legal advice and conclusions. Identifies and learns emerging issues, principles, and practices relevant to the legal practice area.Provides timely and effective representational legal services to deliver benefits through technology and modernized National Airspace System infrastructure and timely legal services in processing grant enforcement proceedings under 14 CFR Part 16. Laws, regulations, and policies provide general guidance for completing assignments. Considerable discretion is often required to develop new or innovative approaches or interpretations. Decisions and opinions may be used as guidance by others in similar areas. Work is considered authoritative and is usually not subject to change. Completed assignments may be reviewed for adherence to agency policy and for assurance that requirements have been fulfilled.Produces communications that are well-organized, clear, and persuasive. Provides advice tailored to the client and requirements of the agency. Provides appropriate advice. Effectively adjusts communications and guidance to meet audience expectations and level of understanding. Applies considerable experience in a specialty area and advanced, directly relevant legal knowledge to assignments. Plans and directs the use of time and resources to accomplish organizational objectives.Demonstrates interpersonal skills needed to develop and maintain strong client relationships. Actively participates with clients to identify and meet client goals and objectives. Seeks consensus with client as to the timing and scope of work. Proactively identifies and appropriately pursues solutions to effectively represent the agency's interests in responding to high priority issues. Keeps clients informed of developments, to include why and when an extension may be necessary.Develops and demonstrates knowledge and a full understanding of key client business processes, priorities, and objectives relevant to the practice area. Accurately identifies client business objectives and issues when providing legal advice. Provides appropriate alternative solutions as needed to meet client's strategic business objectives. Provides legal risk/reward analysis in support of business decisions.Demonstrates knowledge and understanding of when and the willingness to go to more senior-level of client based on risk-levels. Demonstrates skill in representing the agency. Consistently puts forth effort needed to accomplish tasks and produce work that is timely and of professional quality. Defines, organizes, and uses available staff resources and technology to accomplish work activities within established schedules, analyzes requirements and accomplishments, and manages work flow, product or directs adjustments needed to address organizational needs.(Summary of duties continued below.) To qualify for this position, ALL applicants MUST meet the following criteria:
(1) have a JD Degree from an accredited law school;(2) be admitted to practice before the bar of any U.S. jurisdiction or within the District of Columbia;(3) be an active member of that bar; AND(4) demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-13/FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organizationSPECIALIZED EXPERIENCE is defined as:
experience providing advice and counsel concerning various environmental laws and policies, including the National Environmental Policy Act (NEPA); and/orexperience conducting legal sufficiency reviews of documents in accordance with environmental and/or airport law.You should include relevant examples of the specialized experience in your work history. Keeps practice area and AGC management informed of client issues and activities that may or should be discussed at a higher management level. Keeps supervisor timely informed of developments on the legal matters discussed at a higher management level. Educates clients about efficient and effective use of legal resources. Effectively prioritizes work such that priorities are achieved and deadlines are met. Delegates work to the appropriate level for competent and timely completion. Seeks feedback from clients regarding quality and timeliness of service. Pursues new ideas or approaches to strengthen personal and professional effectiveness. Follows established office administrative policies and procedures. Effectively participates in appropriate training and/or learning activities.Contacts are internal and external to the agency. Contacts vary with the purpose of contacts, the level of authority required to resolve issues, and the nature of the legal problem at hand. Typical contacts involve dealings with members of senior management, officials of various courts, representatives of professional organizations, representatives of industry groups, and representatives of other government agencies. Provides timely advice and counsel concerning airport and environmental law matters, agency guidance, advisory materials, and responses to requests for legal opinions and interpretations.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
